The City of Harare has come out knives out in its quest to get debts to get paid by its residents.
It says that residents should pay their debts within three months of being invited to negotiate paymennt plans or else have their bills converted to USD at the interbank rate.
The debts would then have to be settled exclusively in USD.
Residents who fail to retire their debts within three months of being invited to negotiate payment plans will have their outstanding debts converted to United States dollars at the interbank rate and pay the debts in US$. Council owed over US$17 billion.
Now this is an interesting one because it opens the council up to litigation as it would have to come up with the by-law which allows it to convert debt in that manner.
It also then begs whether the council is allowed to bill residents in USD.
Rest assured, someone will take this to court.
