The Financial Intelligence Unit (FIU) has frozen the forex accounts for the City of Harare.
FIU director-general Oliver Chiperesa was quoted by the Zimbabwe Broadcasting Corporation (ZBC), confirming the move, “We have frozen the Harare City Council US dollar (USD) accounts.
“In terms of the law, they are expected to allow the public to pay in either currencies, but they are having a practice where they are insisting on US dollar payments without the option of paying in Zimbabwe dollars for some services. We have been engaging them, to bring them to order,” Chiperesa said.
Harare recently said certain services would only be accessible in USD.

The government then said local authorities and central government departments could not charge for services exclusively in USD unless they were given specific permission.
The Jacob Mafume-led city council says it needs to charge in USD in order to provide certain services, as part of its revenue streams.
