Government says churches can hold services under these conditions but we have questions

The Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services Nick Mangwana just tweeted this:

For the avoidance of doubt, churches can hold services under the following conditions;
-They should disenfect premises before and after each service.
-They should have facilities to wash hands or sanitise hands
-Temperature checks
-Everyone is masked
-Physical distanced sitting.

Sounds simple enough right?

Except nothing is said about the fact that President Emmerson Mnangagwa said all people should not leave home except for food, water or health reasons. There are other instances if you are not essential services such as if you have a sick relative.

So does that mean that people can also leave home for church?

And also Mnangagwa said that gatherings for religious purposes remain banned.

Are church services not considered gatherings?

Or, what conditions are these services going to take place? Is it the 50 people? Or is this services with cast and crew for broadcasting? And if so does that mean that church is classified as a business premise? After all, you can only leave home for work so whether it is a case if you the member leaving to attend or the pastor going to preach, something is going on.

And if church is considered work, then wooo the debate around tax gets interesting.

It is all a bit confusing.
