As expected, President Robert Mugabe has declared 31 July a public holiday to allow people to vote in the harmonised elections next week.
This is in terms of Section 2 (2) of the Public Holidays and Prohibition of Business Act (Chapter 10:21).
It simply says
The President may, by statutory instrument, declare that any day shall be a public holiday.
