The Harare City Council has slashed rates by 30% to encourage consumers to pay outstanding bills.
The rate cut will take effect next month and will run until 31 December. So one can think of it as a promotion.
This, according to the government rag, The Herald, came after the council felt that measures such as cutting water supplies, sending final demand letters were not working in as far as getting people to pay outstanding rates.
Cop this. The 30% only works if you settle your arrears between now on 31 December. If you have been behaving yourself and paying up, during that period your discount will be only be 20%.
Harare residents have been bogged down by huge outstanding bills which many feel exist because of the exchange rate used after dollarisation.
It’s a catch-22. The City needs the money to provide service. The people do not want to pay for a service they really aren’t getting.
